How the JV model works

Two tracks, one engagement: accountable U.S. governance over independent, licensed Angolan execution.

On-ground delivery runs through independent, licensed Angolan operators with established local presence. Each remains its own legal entity, accountable for its own licensing and conduct, while working to documented scopes that keep execution aligned with the governance track above.
